Basic compliance is a strict requirement for all service providers to meet their obligations to OES requirements and standards. OES ensures that our service providers comply with program requirements. Our service providers and our stakeholders have a mutual interest in compliance that reinforces program standards and protects program integrity.
Compliance is supported by an effective risk management approach. Where necessary, OES employs a range of sanctions to enforce compliance consistent with the terms and conditions of our agreements, the program plan and related rules. Sanctions include repayment of incentives or recovery of fees paid, through to suspension and termination from the program.
OES Service Providers enter into contracts with OES to meet and fulfill regulated program requirements, and are accountable to do so.

Generators, known as OES Generators, enter into tenders or contracts with OES-approved processors, not OES. As a baseline for equitable site standards, a generator checklist is used by OES for auditing purposes to ensure generator sites meet the same high standards as OES collection sites. The Recycler Qualification Program, issued by the Recycler Qualification office (“RQO”), is the national standard of the Electronic Products Recycling Association (EPRA) adopted by OES for end-of-life electronics recyclers. OES works closely with RQO with respect to processor compliance to the RQP.
OES also works closely with Resource Productivity and Recovery Authority (RPRA), and the Ministry of the Environment and Environment Canada to support any investigation or efforts as and when needed.
